New Gambling Resolution Passed
The Internal Market Committee has recently passed a new resolution on the 6th of October. Out of the thirty-four votes that were placed, there was only one that was opposed, and three that were absent. The other thirty members voted in favor of the bill.
According to this resolution, the EU member should be allowed to make their own online gambling rules as long as they are in accordance with the regulations put into place so as not to take advantage of consumers and keep children safe. A staggering 10% of all gambling that is played in Europe is done online and usually through smartphones or smart televisions. On average, gambling attributes to €10 billion annually.
The committee is currently waiting on a response from the various online gambling institutions or the ones they have assigned as representatives, but are not expecting anything less than positive results from them. This resolution is not something that has been talked about as much as others that propose more regulated gambling, but will hopefully be no less effective. By giving EU member states the ability to create their own individual gambling laws it is assumed that state monopolies would continue.
There have been several instances of different states coming together in an effort to fight illegal gambling, and hoping to change some of the worry about gambling addictions. The resolution also promotes national cooperation, and names the EC as the coordinator of all of it. The EC would have to develop certain standards to take action again illegal online gambling companies and developing a sort of blacklist for those that don’t follow the rules. The IMIS, Internal Market Information System, will also be involved in this process.
One part of this resolution that has been a concern within the industry is the fact that they may have to consider how to implement the blacklisting and how to handle the financial aspect of it. It may be difficult to manage financial transactions and having to determine which ones are illegal and which ones are not. This is a common problem and has also been a factor in the United States. Contrary to what many people believe online gambling does not contain any greater risks than any other types of gambling in contributing to gambling addictions.
The entire report composed by the committee will be going to vote in November, and it has been assured that members of the gambling industry will push to remove certain parts that they feel are unnecessary. It is still up in the air as to how successful they will be, but they are remaining optimistic.
